Can this be used with a bass amp?

Be warned... it is NOT accurate (flat) with regard to bass frequencies. It works down to around 50 Hz, but at 30 Hz response is down and at 20 Hz it's WAY down. Something to be aware of.

Can you remove the cabinet brackets?

They do not come pre-installed. There is a bag which contains them included in the box.
