Is the inside of the flexible pipe smooth?

I don't think so. Very probably not.

Will this work for a bathroom vanity?

Yes, but......we had major problems with it leaking. Had to visit a ACE hardware and find a rubber gasket to fit to the flex tube where it affixed to the drain. If this was needed, I would have hoped it would come with the pipe when you buy it. Its working now, but ots only been a few days....still watching for another leak.
