Q: Since this bolts to the bottom step is the middle step still bouncy or does it help the other steps also?

The middle step can still move, but it's the bottom step with most of the leverage that rocks the trailer. It doesn't take out all of the motion, just most of it.

Q: Does this fit Kwikee 41 series power steps that are 24 inch long rectangle and not radius?

As long as there’s no frame going around the steps I don’t see why not ….. mine are 24 “ power steps

Q: what tools are needed to install this?

You will need a drill, a screwdriver and a wrench. You put a masking tape on the back of the last step to mark your center point and the spots to drill. The video on the Lippert site is very clear about the way to install the stabilizer.
