How much is the replacement blades? Can I use standard utility blades?

Standard blades work perfectly. In my opinion don't waste your money on high end blade replacements. This tool is made for utility.

Is the "safe insert" TSA compliant?

Yes, as far as I know the safe insert is TSA compliant. It appears to be a stamped piece of stainless steel with no edge to speak of. However I bought one of these and returned it. Before covid-19 I traveled many weeks out of the year for my job. I am often stopped by TSA due to the tools I carry. I was never able to actually verify the viability of the safe insert because I found the product unacceptable for other reasons and never actually travelled with it. One, it's overpriced. Two, removing the blade takes some practice and is a silly and dangerous design (requiring you to flex the titanium--good luck not swearing while you do it). Three, and lastly, there are far better products on the market. I ended up purchasing a folding scalpel in titanium. Much safer, more reasonable design, and only $20. Can i use this with the stanley 11-921a heavy duty utility blades?

Thanks for the question! Can't say for sure with that particular blade, but we've noticed that some heavy duty blades don't work too well with the TPT slide because of the thickness. But any standard blade should do fine.
