What is minimum washing temperature for these detergent sheets?

I’d say 30c as I use them on that setting with great results.

I have a water Softener so use very little powder..do I still use a full sheet

For a normal load of laundry, one eco strip or half a sheet should be enough.

Howmany sheets are to be used for 7 kg load ?

If the stuff is really dirty, use two but ordinarily, I just use one and it gets moderately grubby clothing clean enough.
