Which of the drivers do I need to download to use it on a Windows 10, 64 Bit laptop?

on my windows 10 laptop (up to date as of 2022-04) i did not need to install any drivers.. the cable worked out of the box, connecting a force gauge with serial output to my PC. On the PC the driver made a COM port from the USB. The software that connected to a COM port saw the virtual usb-COM serial port without any issues.

does this support 2 stop bit?

yes,it support for 7 or 8 data bits,1 or 2 stop bits and odd/even/mark/space no parity

will this work with a vinyl cutter plotter. trying to connect my cutter to my laptop along with serial cable?
