Since I don't want to sand stain off the soft wood, would it work to drill small holes into the wood and "inject" the product directly into the holes?

I think this might work, I had very old shed with rotten windows sills and drilled holes in rotten wood. This was some years back. If I remember correctly it instructed you to drill holes for deeper penetration of the decayed areas of the wood. I will say the wood was more like rock when hardened

I'm replacing slats in an old bench with new pine. Would this be good to harden and waterproof the new/undamaged wood, then stain after?

No, new wood won't absorb it very well. It's for old spongy wood. There must be other products that are designed for preservation rather than restoration. (BTW, I wasn't impressed with it for old wood either.)

Can this be used on mdf or particle board that has begun to expand and separate slightly? Such as the bottom of an arcade cabinet?

This will stop rot and hold together wood that has become rotten. The expansion will not go away. You might use in conjunction with yellow carpenters glue (water proof) and clamp the cabinet to force expansion and separation back to proper form. I have used on wood that had termite and water damage and the restorer hardened the wood and do the same for manufactured wood.

Does the wood need to be completely dry?

I'm guessing it would be better if the wood was completely dry but I do it with wet wood all the time. I stabilize wood with this and I use a vacuum pump to do it. Once the vacuum pump draws a suction on the wood while it's submersed in the hardener it will have all the air sucked out of it and the hardener will will saturate it to the bone so the thing will be stabilized so that you could run it through the dish washer. There are several videos on this on YouTube. Hope this helps.

Very good product

Use this on some minor wood rod at my front door window. Worked just as described. Created a nice solid wood surface for priming and new paint. I would recommend this.

Wood hardener

Works very well used it on woodworm damaged wood and rotten exterior wood. Takes longer to dry then solvent based products but has almost no smell so is brilliant to use indoors. Expensive but goes a long way. Won't be using solvent based hardener indoors ever again.

First step in repairing rotten wood.

I had a 100 year old screen door that one corner had rotten out. I used the wood petrified and then PC Woody filler. I sanded and painted and the carpenter that was replacing a different door….said he never would have known that the door had been repaired. It was back to perfect. How long it will last??? But for now, I am very pleased with the results.
