does this fit over a 12.5 " wide sink?

The drain basket is 14” long x 8.5 “ wide so it might be too big for a 12.5” wide sink.

Will this work in an rv sink ?

It would depend on the size of the sink. The rack is 14"x8" and the sides expand a few inches to hold it in place. I have a standard size sink and I love it.

measurements of the basket. the part that fits down into the sink? I'm going to take the arms off. no previous measurements have been clear about it

Basket without arms is 14" long, 8.5" wide and 5" deep

are the side arms removable?

No, they are extendable/adjustable, can not be removed, the dish rack can extend from 17"-22.75"
