If I bought 48 of these, (to equal 240 volts) and bought an inverter, could I power a house?

No. These are the size of a business card. Although they may generate up to 5 volts of peek power, they are only producing .003 amps of steady current. So 48 of these will produce 1.44 amps of current. The smallest breaker in most electric panels is 10 amps and you would be producing just over 1 amp. ****** These panels are made for small toys or small learning projects not large scale applications.

Are these sealed, waterproof?

Yes, they appear to be water tight although I have never got them wet. However, I found that I needed 3 of these small rectangular collectors wired in parallel to get the 30mA in short circuit 'no load' formation. I couldn't make the trio budge a small 3V electric motor in full sunlight.

How long does it take to charge?

Nothing is 100% efficient, but your starting point would be to multiply 5V and 30mA (150VmA). That'd be 1.5VA if you're using all 10 panels. Take the voltage of the battery you want to charge (3.7V, for example) and multiply it by its capacity (2.8Ah, for example) - take this product and divide by the VA figure, and you should get the number of hours it will take to charge (assuming 100% light and no charging losses). Be sure to keep your units consistent (mAh vs. Ah)
