Does this require makeup remover to wash off, or can it be washed of with regular face wash?

I wash w neutrogena foaming face wash. If I have used a lot of sunscreen I occasionally use a neitrogena cleansing cloth but probably not necessary

I'm African-American, will this leave a white/beige cast on my face?

The white will likely have a white cast on anyone's face. I've used both and beige will blend with darker skin and will also block harmful rays better.
