Lights turning on and off by self ?

I have a Phillips tv and I’m currently dealing with this. No matter how many times I turn them off they come back on by themselves when tv off

you would have to more specific, if your trying to change them thru the app yes, you can control them that way. But if your asking if they react to what your watching or listening to, then no.

Can it stay on with out the tv being on
