I need a sizing chart to know what size to get my daughter.

I think there is a sizing chart within the pic s of the product. If it helps at all, I am 5' 7" and weigh 130 and I ordered a XL and they fit fine. There is quite a bit of stretch in them. Off you have any doubt, order 2 sizes and send the other back, or order big and let her grow into them. I've been wearing mine for 3 years and love them. They made learning to snowboard much less painful and much more enjoyable.

Does this fit under clothes?

It's quite bulky. I put my daughters on over her clothes but under snow pants. It might fit under sweatpants.
