Yes, it is a plastic model with HUNDREDS of parts to glue together and paint. The glue and paint are not included.

Does this have the right decals to make it enterprise? it should say usa on the the right wing and have the us flag on the left one.

Yes, the kit does. There are the decals you've mentioned and, mostly, the decal "Enterprise". This version of Tamiya kit still has some update in the cargo bay, with new stuff - although to the Enterprise case they don't matter because to make the correct cargo bay for Enterprise only by scretching. An interesting challenge, in fact.
