What is the wave length of this UVC bulb emitting?

UVC 200 -280nm and this bulb is extremely efficient.

Should i keep door and windows closed while i am using the lamp? then wait 40 min and enter to open the window? tight ?

By all means keep doors & windows closed whilst its ON - but when you re enter, OPEN them and ventilate for .. Quite some time, before using the room Do NOT 'get used to the smell' Ozone is highly reactive and real bad for you! Of course its ALSO real bad for microbes - thats kinda the point ;)

Does it need ballast?

No Ballast is not required it just screws into a light socket. Please use with great care it throws out tons of harmful UV light and creates masses of ozone. This is an awesome lamp, but must be used with great care. I have 4.

Does it kill bed bugs

the smell of ozone is definitely in the air after even 15 min, strong ozone, so I do believe once you leave your bed undone it reaches bed bugs too
