Can I apply a second coat of patching over an oil-based painted ceiling? The patching still looks thin after painting the ceiling.

I would apply a sealer primer before using the patch. Then you can apply as man y coats as needed. Apply a little at a time and let dry then repeat until you get the desired look It will look good but not as good as a sprayed popcorn would.

How long does it take to dry so that you can then paint over it?

I let it rest overnight before painting. It worked fine by that time, but could have possibly been done earlier. It only took one application of white paint.

How big is the 'popcorn' in this product? Are the large or small?

Popcorn is Small, works great. I used it for small section. The problem i had was matching old to new popcorn.
