Regardless of live guarantee, will these cross the country alive with early winter temps?

If they come on a card how should I release "x" amount per square foot. Will they populate containers in same tent?

The card is divided into 5 strips and what I did was put a paperclip opened out into a double ended hook through  the hole in each strip and moved the location of the strip every day or so to distribute the hatching larvae. The eggs hatch out into the crawling larvae version which is the stage that eats aphids etc these can not easily move from one plant to another unless they are touching. Once the larvae transition to the flying stage they will populate the area. But seems for your purposes just moving the strips around a bit from plant to plant every few days would be the best bet.

Is it OK to order/ship lacewing eggs during cold weather months?

I live in Utah. Currently the weather is 23 degrees fahrenheit. I ordered these Monday, they got here Friday (yesterday) and within 30 min of putting them in my grow space did they start hatching. Today there are a ton (like legitimately faaaaar more than I'd expected to survive) that have hatched and are doing their thing. So yeah, I'd be confident these could make it to you properly. They came in a box large enough to control the internal temp and prevent the inside from getting too cold, and made it here pretty fast to negate exposure.

Question 4

If I use this in my apartment will it be overrun with lacewing bugs?

I didn't have any problem, last year, in my apartment.  I saw the larvae crawling around and hunting on the plants for a few days, but I never saw an adult.
