is this to be used with a brush, as before?

You can probably use it without a brush, but it works far better with a brush. I buy this for travel b/c the size will pass through TSA and because, unless most shave creams, it works very well if you build the lather on your face with a brush but without a shaving bowl (one less bulky item to carry in my kit).
