How tall is the bag when closed? Will it zip shut with something 11" tall in it?

I think it will depends how narrow is the tool or something else

What is the purpose of the metal piece at the top of one of the external pockets on one side of the bag?

The only metal pieces that I’m aware of or on the zippers which are very sturdy. This is an exceptionally well-made bag

How tall is the bag when closed, without the handle? Will it fit into a file cabinet?

It should fit in a file cabinet.14" no counting handles. It depends on the amount of tools in it. Its canvas so its really squeezable. It was shipped in a box like 10x17x5. It was all compressed down. Hope it helps.
