The direction does not specify that you have to rinse with water. I think it would be more of a personal choice.

What is the exact list of ingredients?

I would rather not retype the info that is on the product page. Go to the product page and look at the picture of the back of the bottle. All of the ingredients are listed.Also, if you like tree oil mouthwash you can do so FAR CHEAPER yourself. I make my own: 16oz distilled water, 12-15 drops tea tree oil. I use stevia (2-4) drops to slightly sweeten but you do not have to. I also use peppermint or cinnamon essential oil for a little flavor. A bottle of tea tree oil, some essential oil, distilled water ALL TOGETHER about the same cost of Desert Essence but will make 20 times more.

Does it help with dry mouth?

I find that it does for me. Hope this helps!
