Is it tannig gives color?

This lotion is a tanning lotion. It is only a SPF 4 so if you do not already have a base tan it does not do a lot of protection against burning. If you have a base tan as I do it helps to further your tan. I do not know what you mean " tanning gives color". This is the only lotion I like but I already have a tan as I live in Florida. It is not a lotion that automatically tans you, self tanning lotion.

Does this leave a sticky white residue like a sunscreen

No, and I LOVE that it doesn't even smell like sunscreen (or anything, really). Really really like this product.

What is the expiration date

If you have purchased your sun care lotion in 2019, the expiration year should be 2021. The expiration date should be near the barcode for 6-oz lotion sun screens.

Does it contain mineral oil?

The Panama Jack Sunscreen Tanning Lotion - SPF 4 does not contain mineral oil.
