shouldn't there be two straps on the cap to hold the scarf better?

The headband is a long scarf that adjusts to the size of one's head. The scarf is inserted through hoops on the cap. Scarf ends are long and tie securely -- so it does have two ends (the model is wearing them over one shoulder).

Will this fit a larger head?

The cap itself is stretchy. I’m a small person with a normal size head and the cap fits fine. The scarf is short, though. I had to use another scarf as it was too short to tie.
