Does this come with a dropper?

No, does not come with an additional dropper. The spout can dispense drops.

Does this work well with Sally Hansen nail polishes?

I haven't used it yet on Sally Hansen polishes, but I have on some more expensive brands (OPI, Deborah Lippmann) and it worked well - just start with a little bit because you can't take it out once you've put it in.

Shipping is more than the cost of the item

The price at Sally's Beaty supply is $.3.99 or it can be shipped for a few dollars for shipping. I just purchased 2 bottles online and had it shipped to the store. Total cost less than $10 for both bottles.
