Can it clean fabric carpet ?

Generally RoboVac can work on 26mm carpets, but there are special circumstances where very thick wool or hard carpet sweepers may not work. If RoboVac is required to cross the carpet from the floor, the carpet must be less than 17mm.

Can I carry this in hand luggage on a plane?

No. It has a ion lithium battery which must be declared and can be carried in checked in baggage with battery detached after being completely drained.
