Fits over hitch.
I paired the bumper with this style of hitch. Installed the hitch first.

It’s a nice ish bumper
Install is easy and the construction seems nice. Did however arrive damaged on one corner and the coating is chipped off.

Very easy to install bumper! Just 6 bolts. Easier with two people. NOTE. Be prepared to suffer with the factory tow hook (as others have said) i got 2/3 bolts out with a 16" breaker bar and some muscles. But the bottom one required would NOT move. Had to use lots of heat, wd40 and a battery powered 3/4" impact to get it off. Installed on a 2012 jku.
