Where does the waste band hit? Is it a little below belly button or are they truly low rise?

It 100% matters which style (fit) you have on. Some of the styles should hit below the belly button & some above. For example, the ‘boy shorts’ style, hits above the belly button but the ‘bikini’ style hits below the belly button.

Is this a set of 10? It shows 10 in the picture but no quantity is mentioned in the description.

The description in my orders says a 20 pack at 1.10 each because it’s $26+ for these, but I only got 10, twice because I asked for replacements because the bag was ripped. Then I decided I needed to check to see if the size was correct ands discovered only 10 pair.
