How much weight can it hold? If it’s on the back of the seat will the strap break?

20 to 30 lbs. if you attach the straps very tight. Also depends if you useit on top of the seat or the back of the seat.

How is it attached at the bottom? i want to put it on the back of the passenger seat in my rv van but i don't want to feel a buckle or strap.

It's attached with an adjustable strap and a buckle.

Will a 5” wide binder fit in the largest pocket

No, not even close. You _might_ get 4.25" in it but definitely not 5".
