One it reaches the set temperature and the system opens, does it close and reopen automatically everyone the temperature is in range?

If a heat source is connected to the HEAT terminals and the sensor used to control the area surrounding the heater then it will switch off when the set temperature is reached. As the area cools it will switch the heater on again. This cycle will continue until the controller is turned off. It does not actively cool unless some form of cooling is connected to the COOL terminals. Control is about +/- one degree centigrade.

Hi - does this resume after a power cut - or does it lose it's settings?

Hello, Our STC-1000 Multi-Function Digital Thermostat saves the settings made before the power cut(will not be lost).

can the sensor be submerged in water?

The sensor is sealed and is stainless steel and designed to be used in fridges and freezers so probably yes. I use them in wet compost but I put then inside clear plastic tubing heat sealed at the bottom end. This keeps them clean as well. Replacement sensors are readily available on Amazon and easy to change.
