**Q: Will this one fit under the seat in front of you on an airplane?**
A: Yes it will

**Q: Can it hold 2 3" 3 ring binders?**
A: I carry a lot of stuff in this back pack.  (2) 3" Binders would probably fit. It might be tight and not sure you'd get much else in that compartment.

**Q: Is this small enough to count as a personal item on domestic and international flights?**
A: Yes, the backpack is not as big as my previous owned 17 laptop backpack. But it can still hold one 14 inch laptop, 1 iPad and 2 to 3 days change cloth and necessary stuff for business trip. Oh be careful of the zipper which is too easy to open if not closely locked.
