Does it lift up flattened grass please?

Yes - but like when you brush artificial grass - always go "against the grain" or else you flatten it more - especially important if on any slope, else it can become slippery

are the bristles firm as the last one i had was far to soft?

Not soft but not really firm. Does the job for us. Could be a bit firmer.

Will this scrape off dried in bird poo from an artificial lawn?

I have not used mine for this purpose but it does bring any flattened grass back up. The only concern/demerit I would say about this rake is that I have had problems with the locking of the extending handle not locking and coming unlocked when using it. But it does come with a 1 year guarantee
