It is rated at 10,000 lbs. is that the wll (working load limit) or is that the max break strength?

It's solid chunk of steel. I've seen other versions break when being pulled on but not to say how they did it wasn't abuse. I've never had a need to pull on mine. Yet I've hit some polls and such and never had an issue.

You just need a sleeve adapter to neck the 2.5 down to the 2 in size for the step

It depends on how hard you are hit. I do not believe it will bend unless you are hit by someone going over 40mph while you are at a stop. Whiplash? Again, it depends on how hard you are hit along with how strong your neck is.. this step hitch will not increase an injury if that is what you are asking.
