Is 35/36" the smallest that it can get?** A: Yes, the arm does not fold. **Q: Will this help keep my puppy still enough to trim his nails?** A: Don't know. Is you puppy a Yorkie or a Great Dane? Just kidding. It does have the straps that go under the tummy. The neck strap & tummy strap would keep him from falling off the table but he could still squirm around. I leave the nail business to the groomer. I use it to blow my cock-a-poo dry when I bathe him between groomings & it is great for that. Good luck. I found it to be heavy and seemed very sturdy. Putting the parts together was very simple. The lead and support leads seem well made and the clips are very secure. I am waiting for my grooming table to be delivered before I can use the grooming arm. I am very confident that this will be fit for use for a very long time. Great product.
