Picture says it's BT 4.2 but description says 5.0. What gives?

The RCA connectors on this product should connect to the input of a stereo amplifier or a TV. I would think that RCA plugs on a DVD player would typically be output connectors, not input connectors, so probably not. If the DVD player has some type of built in sound system and the RCA connectors are marked as audio inputs, then yes, this should work.

Can this be plugged in while it's being used to transmit to a bluetooth device? Or do you have to charge it & then unplug it to transmit to bluetooth?

This is a bluetooth receiver....It does receive bluetooth signal while being connected to charge.
