I need a converter for my home a/v receiver.It has about a 110 watt x7 output.If possible I would like one that not need a 12 volt supply.

No power is needed at most there’s a ground loop in case you have noise on the line.

Will it take the speaker level output of my car radio and lower the signal level tothe RCA input of an amplifier?

Yes that is what it is for. It also has an extra ground to eliminate line static and a line gain control for each side. This is a nice unit I highly recommend
