can these be used to clean a plastic pet fountain?

i don't see why not, the bristles are are stiff enough to get any dirt or mold off and because they're made from plastic it won't scratch anything. hope this helps you

Would this clean a rubber hose that is 3/16 inch inside diameter? It's used in dairy equipment for a vacuum hose.

Don't think so as 2/5 inch is almost a half an inch. What you need is smaller than a quarter of an inch. Hope this helps!

Are these going to fall apart in solvants like mineral spirit's?

hello, i don't think mineral spirits will cause them to fall apart but it might cause them to soften up some. if your going to use solvents similar to mineral spirits i would suggest using brushes with stainless, brass or bronze bristles. they are available here on Amazon,
