Can the remote viewer (the person watching the webcam feed that is not present locally) rotate the camera and move it up & down (i.e. the "joystick")?

On Linux, you can use v4l2-ctl to move the camera. I wrote a sample script here - https://github.com/jdhawk/bcc950-remote-control

How much does this Zoom in? There are no digital / optical zoom settings.

For me the zoom factor was not all that great. I think the specs say 1.6x (or something like that). It's published in the documentation somewhere. A typical iPhone/iPad is much more powerful in zooming in/out. On the plus side, the actual picture quality was much better than any built-in laptop type camera.

I want to video conference using residental big screen TV s. What to buy for this?

The Logitech equipment requires two USB ports on the computer. When connected, you can use the camera, speaker and mic of the equipment for video conferencing. To use your big screen TV, you need to connect the computer video port to your TV via HDMI or VGA port.

Can I use it in Europe?

The camera comes both with an extra USB for power or a power supply that is auto voltage from 110v to 240v.In this last case you may need a plug converter.
