Can i use it in rubber stamping pad, or it will evaporate?

Yes on both. It is rubber stamp friendly, but being an alcohol based ink it does evaporate quickly. A saturated stamp sitting out more than a minute or so will dry out. Use immediately when needed and it’s no problem

365-395nm LED or fluorescent fixture/bulb(s) are fine

Can this be used in a pump spray bottle, to cover multiple metal items?

Yes. The ink is an isopropyl alcohol base and is very thin. About the same consistency as water. It could work through a spray pump just fine.
