Q: How do I remove the old one? I need to remove to run a snake through the driveway drain. Does not seem to pry off easily.

Hi, It is not clear why the grate is not coming off. Original installer may have applied some form of adhesive to the pipe connection so it may be difficult. One method would be to use a hook under a grate slat and pull the grate straight up, or use some locking pliers to grab the grate slats and pull up.

Q: can this be used to cover the exterior fresh air vent on a chimney?

Yes as long it not expose to heat over 120 degrees.
