All depends on what pressure your cadac safari LP is designed to run on

What is the date on the gas pipe and is this regulator suitable for caravans pre 2004? Thanks

The date on the hose on the kit that I bought was December 2020. The regulator is a standard 37mbar propane regulator that fits a propane cylinder.

Does the wheel turn the gas on and off ?

No it doesn't. It screws the regulator onto the propane tank without need of a spanner.

Is this the 20 or 21mm regulator?

It is neither 20 or 21. It is not a clip on, it is screw in POL.
