?Can I connect to the tow hooks under bumper on my Honda they are low and my truck is lifted

I'd recommend you get a hitch that is adjustable height.

do all bolts have to be tight

I tightened all of mine and they moved so I added some bolts and tightened those too. Made it 1800 miles but only used it one time.

Will this work for a towing a go cart?

So... it designed to attach on a vehicle at the fwd points of the frame where normally you see tow hooks or tow rings. You remove those and the bolt pattern formally matches and at a height of about 18-22 inches. On a go cart your points would be tow low to the ground. If look at a vehicle to see what I just described and had similar attachment points welded into place as high as you can, you may be ok.

I just received this tow bar and in the assembly instructions saw not to exceed 45 mph. Really??
